Vintage item. It works. Obviously has wear. You can punch stuff out. Obviously I wasn't using the type of material it is meant to punch so it doesn't look that great. Wheel rotates fine. The thing that grabs and moves the material along will only "snap back" to starting position when you pull the lever up to a certain point. If it is beyond that you have to help push it back. I don't know if that is the design or if it needs cleaned up, lubricated, etc. The parts seem to have been kept well oiled. I do not pretend to know much about this and I'm sure it could use some maintenance, lubrication, etc. Sold AS IS. Packed and shipped with great care.
